HELP! LED newbie, first major project

Hey everyone! I know this is a long shot but I really need your help. I'm trying to make a polycarbonate staff that has the power supply, processor and voltage adapter all located inside the device itself (so ideally it would be portable, watertight and have no external wiring). I already have the polycarbonate tube and I was going to just us a usb led light strip but I decided to be a bit more ambitious. Does anyone know of a setup that could fit inside a 3.25" diameter sphere? The sphere would be at the top and would be connected to the light strip that would run throughout the length of the staff on the inside.

Here is the sphere I was looking at. So I would need to find an arduino or similar microprocessor, power supply and voltage adaptor (plus anything else I'm forgetting) to power the individually addressable light strip that I want to run down the length of the staff.

Any ideas, guys? Can't find an easy way to set this all up
